As a strategist in biodefense and medical countermeasures, Dr. Stebbins oversees ATI’s Medical and Health Security portfolio, which includes major public-private partnerships for HHS and DoD valued at over $60 billion, with nearly $1 billion in annual funding. Key platforms under his leadership include the Rapid Response Partnership Vehicle (RRPV), Biopharmaceutical Manufacturing Preparedness Consortium (BioMaP), and the Medical CBRN Defense Consortium (MCDC).

Dr. Stebbins is recognized for connecting government mission needs with innovative partners across industry, academia, and manufacturing, strengthening the nation’s preparedness and bioindustrial base. His expertise spans platform development, ecosystem convening, stakeholder engagement, and strategic portfolio alignment, bridging the gap between emerging biotechnology and operational capability.

He champions a shift from reactive emergency response to a sustained, scalable industrial base approach, integrating acquisition agility, advanced manufacturing, and cross-sector collaboration. Dr. Stebbins is particularly interested in the convergence of biodefense, biotechnology commercialization, public-private partnerships, and national resilience, and regularly engages with government, industry, and nonprofit communities to shape the future of preparedness.

Throughout his career, Dr. Stebbins has supported the rapid development and delivery of vaccines and treatments for global health threats and strengthened the U.S. industrial base for advanced R&D and production. He led the creation of a $60 billion health security portfolio, now a cornerstone for federal health security challenges.

Dr. Stebbins holds a Ph.D. in analytical chemistry from the University of Tennessee, Knoxville, and a B.S. in chemistry from the College of Charleston.
